CMS Public Health Emergency Resource Update

In light of the Biden-Harris Administration announcing their intent to end the public health emergency (PHE), CMS has created a suite of updated resources to provide guidance around the unwinding. All tools can be found on the CMS Emergencies Page of their website. Guidance includes but is not limited to, a fact sheet for information about PHE waiver flexibilities, Acute Hospital at Home information, and the CMS 1135 Waiver/ Flexibility request inquiry form. The CMS Emergencies Page will be updated continuously as the end of the PHE nears. CMS encourages regular visits to the page for the most up to date information regarding PHE unwinding.

Medicaid Public Health Emergency Unwinding Policies Affecting Seniors & People with Disabilities: Findings from a 50-State Survey

This KFF issue brief describes the anticipated enrollment changes in pathways based on old age or disability (“non-MAGI”) after the Public Health Emergency (PHE) ends, state enrollment and renewal policies for non-MAGI groups as of January 1, 2022, and state plans for resuming normal operations when the PHE ends.

State Medicaid & CHIP Telehealth Toolkit: Policy Considerations for States Expanding Use of Telehealth - COVID-19 Version

CMS released a new supplement to its State Medicaid & CHIP Telehealth Toolkit that provides new examples and insights into lessons learned from states that have implemented telehealth changes. The toolkit includes approaches and tools states can use to communicate with providers on utilizing telehealth. The toolkit includes updates and consolidates the FAQs and resources for states to consider as they begin planning beyond the temporary flexibilities provided in response to the pandemic.

The updated supplemental information is intended to help states strategically think through how they explain and clarify to telehealth providers and other stakeholders which policies are temporary or permanent. It also helps states identify: • Services that can be accessed through telehealth • Which providers may deliver those services • Ways providers may use in order to deliver services through telehealth, • Circumstances under which telehealth can be reimbursed once the PHE expires
