HCBSselfdirection.org Technical Assistance Website

Unsure about how to best design and implement HCBS programs? This site provides technical assistance to states that may need assistance in determining which Home & Community Service authority best meet their needs, as well as assisting them in developing, evaluating and maintaing HCBS waiver programs. HCBSselfdirection.org is intended to assist state HCBS program administrators, their staff and contractors, and other state agencies involved with developing HCBS programs.

Support Broker Training - Idaho

Idaho’s, My Voice, My Choice training program, is an online resource for those wishing to be Support Brokers. The site’s main categories include a section for Computer Instructions, Meeting the Trainers, Readings and Activities. The course itself stresses several key concepts: Self-Determination, the Philosophical Shift that is occurring from traditional supports to a self-directed model, Person-Centered Planning, and the Ethics and Professionalism required as a successful Support Broker.

Becoming a Person Centered System

The first in a series on a system change, this report is a collaborative with state developmental disability agencies. In each various location, the goal has been consistent, to create person centered systems that support person directed services. What follows is a brief overview of central ideas including: learning what is and is not working, using value-based skills to drive change, improve quality of life with skills, quality management and organizational development tools.

Developing Reimbursement Levels Using the Supports Intensity Scale (SIS) in Louisiana

The Louisiana Office for Citizens with Developmental Disabilities (OCDD) chose to explore the use of the SIS as a resource allocation tool. This report is an overview of HSRI and other stakeholder's work in developing assessment informed funding levels. The paper begins with a description of the NOW waiver, follows with a discussion of the process employed by OCDD in collecting SIS data, presents the results, and concludes with a discussion of recent progress and lessons learned.

Health Care Reform: Long-Term Services and Supports for Citizens with Developmental Disabilities

As it becomes increasingly clear that a vigorous effort toward reforming the nation’s health care system will be an important part of the policy landscape in the near future, the National Association of State Directors of Developmental Disabilities Services (NASDDDS) seeks to ensure that health care reform efforts fully consider the needs of individuals with developmental disabilities and their families. This brief outlines NASDDDS position on this important issue.

Consumer Handbooks – Minnesota

Here are resources used to educate consumers about MN’s Consumer Directed Community Supports, Personal Care Assistance, and Road to Independence programs. The first handbook gives guidance on the processes and protections of consumer direction and also provides sample care plans and assessments. The handbook on personal care assistance is available in English, Somali and Vietnamese and reviews eligibility, management, and use of services. The last guide assists in moving out of an institution.

VA Vocational Rehabilitation and Employment: Better Incentives, Workforce Planning, and Performance Reporting Could Improve Program

In 2004 the Veterans Affairs' Vocational Rehabilitation and Employment (VR&E) program was reviewed by a VR&E Task Force. It recommended numerous changes, in particular focusing on employment through a new Five-Track service delivery model and increasing program capacity. Since then, VR&E has worked to implement these recommendations. This report includes VR&E's progress in implementing the 2004 recommendations and includes additional recommendations moving forward from the Accountability Office.

Access for All Customers: Universal Strategies for One-Stop Career Centers

One-Stop Career Centers serve a diverse range of customers. These include individuals with a variety of educational and work backgrounds, as well as individuals with a wide range of disabilities and support needs. An effective way to serve this broad customer pool is to provide One-Stop services according to the principles of what is known as “universal design,” using common strategies that benefit many groups. This brief discusses the benefits of One-Stop services in detail.
