2014 State of the States in Aging and Disabilities

In 2014, ADvancing States surveyed state aging and disability agencies regarding the significant policy, fiscal, and operational issues occurring within each state. The survey collected detailed information about the structure of agencies, the supports provided, and the populations served by aging and disability agencies. Of particular interest is the summary of services provided in Medicaid waivers across the country. All of this information is presented in the charts accompanying this document.

Medicaid Expenditures for Long-Term Services and Supports in FFY 2012

The annual Medicaid Long Term Services and Supports expenditure report for FFY 2012 is now available. The report includes Medicaid expenditures for all LTSS, including institutional and non-institutional settings, by service category and state. The data comes primarily from CMS-64 reports.

Select State-by-State FY 2012 Discretionary State Formula Grant Tables

The Administration on Aging makes funds available to grantees through state Discretionary and Formula grants. This table lists the grant estimates for FY11 and FY12 and compares them to the actual discretionary state formula grant allotment for FY10. The different programs included in the table are Home and Community-Based Services, Nutrition Services, Preventive Health Services, Family Caregiver Support Services, Long-Term Care Ombudsman Program, and Prevention of Elder Abuse and Neglect.

2011 Governors' State of the State Addresses: Trends in Long-Term Services and Supports Initiatives

Governors’ State of the State addresses reveal policy and programmatic trends. This document tracks those comments made in such addresses that indicate wider policy initiatives that impact older adults and people with disabilities. A state-by-state analysis of 43 State addresses and budgets helps to illuminate overall trends in aging and disability policies, such as Medicaid changes and the restructuring of state departments and programs affecting long-term services and supports (LTSS).

Weaving It Together: A Tapestry of Transportation Funding for Older Adults

This report provides insight into how transportation services for older adults and persons with disabilities are funded. With a growing population in need of transportation and limited funds for these services, providers need to creatively leverage existing and untapped funding sources to fill gaps in service. Evaluation of Waivers Granted Under WIA: Finding from Interviews with 20 States Final Interim Report

The Workforce Investment Act (WIA) is the largest source of federally-funded employment and training services. WIA allows states to apply for waivers of WIA regulations to provide greater flexibility in serving the needs of local populations. The Department of Labor approved more than 750 state-requested waivers of statutory and regulatory requirements between 2008-2010. This report evaluates selected waivers during the time period to examine the possible effects of waiver implementation.

Guam Four Year State Plan on Aging (2012-2015 )

This document describes Guam’s plan on aging in accordance to the Older Americans Act to develop a comprehensive system of care for its mostly rural and minority populace. The plan describes the mission, resources, and strategies of Guam’s State Office on Aging. Some services the plan calls for are supportive and protective services, caregiver services, nutrition services, and information services. The report gives a background on Guam’s population and the structure of its aging network.
