Fiscal Responsibility Act of 2023

Following months of negotiations, on Sunday, May 28, 2023, Congress released the text of a compromise bill to raise the nation’s debt ceiling. The debt ceiling authorizes the United States Government to borrow money to meet its existing legal obligations such as Social Security and Medicare benefits, pay for military members, interest on the national debt, among others. Better Care Better Jobs Act Introduced in the Senate

On June 24, 2021, the Better Care Better Jobs Act, S. 2210, was introduced in the United States Senate and referred to the U.S. Senate Committee on Finance. The bill would expand access to home and community-based services (HCBS) by providing $100 M for states to expand access to Medicaid HCBS and strengthen the HCBS workforce, and provide states a 10% increase in the Medicaid Federal Medical Assistance Percentage (FMAP) for HCBS.

Workforce Innovation and Opportunity Act Final Rules

On Friday, August 19, 2016, the U.S. Departments of Education and Labor published the final rules implementing the Workforce Innovation and Opportunity Act (WIOA) in the Federal Register. WIOA legislation is designed to strengthen and improve the public workforce system and help Americans, including youth and those with significant barriers to employment, move into high-quality jobs and careers as well as help employers hire and retain skilled workers.

Direct Support Professionals Fairness and Security Act of 2005

This bill, recently introduced in the US House of Representatives (HR 1264), would amend Title XIX of the Social Security Act to provide states with additional funding for the purpose of increasing the wages for those who support people with disabilities. H.R. 1264 is designed to provide a financial incentive (additional temporary federal funding) to states to reimburse private providers for increased wages and mandated wage-related costs for specific direct support professionals.

Strengthening the Aging Network Issue Brief: The Affordable Care Act

The Affordable Care Act of 2010 offers options & financial incentives for states seeking to expand systems of long-term services and supports. Many of these opportunities work together & build on existing initiatives, resulting in a strengthened infrastructure for service provision & an LTSS system that meets the needs of Medicaid beneficiaries. Key provisions of the ACA are summarized in this issue brief, followed by considerations for states seeking to take advantage of new opportunities.

Revised ADA Requirements: Effective and Compliance Dates

The Department of Justice published revised final regulations implementing the Americans with Disabilities Act (ADA) for title II (State & local government services) and title III (public accommodations & commercial facilities) in the Federal Register. These requirements clarify and refine issues that have arisen over the past 20 years and contain new and updated requirements, including the 2010 Standards for Accessible Design. The effective date of two revised rules is March 15, 2011.
