ADvancing States recently released a new report, State Long-Term Care Ombudsman Program: 2025 Revised Primer for State Agencies, co-authored with the National Consumer Voice for Quality Long-Term Care as partners in the Administration for Community Living-funded National Long-Term Care Ombudsman Resource Center (NORC). The Primer aims to support State Agencies in understanding the unique role of the Ombudsman and learning best practices from the Long-Term Care Ombudsman regulation, updated in 2024 as part of the Older Americans Act rule.

This report provides insight into the State Long-Term Care Ombudsman Program, offers thought-provoking considerations, and includes conversation starters and resources for state agencies in collaboration with the Ombudsman program.
