ADvancing States recently released a new report, State Long-Term Care Ombudsman Program: 2025 Revised Primer for State Agencies, co-authored with the National Consumer Voice for Quality Long-Term Care as partners in the Administration for Community Living-funded National Long-Term Care Ombudsman Resource Center (NORC). The Primer aims to support State Agencies in understanding the unique role of the Ombudsman and learning best practices from the Long-Term Care Ombudsman regulation, updated in 2024 as part of the Older Americans Act rule.

This report provides insight into the State Long-Term Care Ombudsman Program, offers thought-provoking considerations, and includes conversation starters and resources for state agencies in collaboration with the Ombudsman program. It also familiarizes readers with the Ombudsman Program regulation, offers an overview of the unique role of the Long-Term Care Ombudsman, and describes the role of the Ombudsman Program within the evolving landscape of long-term services and support.
