The North Carolina Department of Health and Human Services (DHHS) is hiring a State Long-Term Care Ombudsman to lead its statewide advocacy program for residents in long-term care facilities. This role centers on protecting residents’ rights and well-being by investigating complaints, offering support and guidance, and helping resolve issues related to care, safety, and quality of life.

The Ombudsman also plays a key role in public education and systemic advocacy by participating in task forces, work groups, and committees to ensure residents’ voices are heard in state-level discussions. The position includes oversight of program operations and representatives across the state, in line with federal requirements under the Older Americans Act.

Preferred Qualifications:

  • Experience applying laws and regulations related to long-term care, Medicare, Medicaid, or public benefits
  • Strong communication skills and the ability to explain legal or policy issues to a range of audiences
  • Background in aging services, ombudsman work, or support for individuals with disabilities
  • Understanding of long-term care systems and resident rights


Minimum Education and Experience Requirements:

  • Master’s degree in a relevant field and four years of related experience;
  • or Bachelor’s degree and six years of related experience;
  • or an equivalent combination of education and experience.
