Children's Services Manager, Oregon Department of Human Services (ODHS)

The Office of Developmental Disabilities Services (ODDS), part of the Oregon Department of Human Services (ODHS), is looking to hire a dedicated and compassionate individual to lead the Children’s Services Coordination team. The Office of Developmental Disabilities Services (ODDS), stakeholders and the developmental disabilities community come together to provide services, supports, and advocacy to empower Oregonians with intellectual and developmental disabilities to live full lives in their communities. ODDS supports the delivery of person-centered services such as case management, employment, residential, and family support services to more than 31,000 Oregonians through administration, quality assurance, policymaking, and oversight.  The Children’s Services Coordination team serves about 600 children living all over the state, their families, and service providers.

Responsibilities for this position include the following:

  • Manage the ODDS Children’s Services team that provides Services Coordination for the Children’s Intensive In-home Services (CIIS) and Children’s Residential programs. This will include supporting staff with diverse lived experience to advance service equity efforts in ODDS and the children’s services programs.

  • Assist the ODDS policy unit and other child serving agencies, such as Child Welfare, with planning and development of community-based, culturally responsive services for children with intellectual and developmental disabilities and complex medical needs. This will mean sharing the needs and amplifying the voices of children and families around policy and budget decisions. You will be responsible for budget development, determining program priorities within each work area, and monitoring for these areas.

  • Demonstrated experience supervising and supporting a diverse workforce.

  • Established experience engaging work groups and stakeholders with diverse lived experiences.

  • Demonstrated experience facilitating meetings with stakeholders or contractors.

  • Fundamental passion and commitment to service equity and disability justice.


Desired Attributes:

The most qualified candidates will possess the following attributes, skills, and areas of experience as they relate to the position:

  • Bilingual communication skills.

  • Experience working with children with complex medical or behavior needs, or dual diagnosis of Intellectual or Developmental Disabilities and Mental Health.

  • Experience in working with children and families who have intersections of identities that experience challenges navigating supports and services (e.g., Race, ethnicity, LGBTQIA+, different abilities, socioeconomic status, geographic location, etc.).

  • Experience in other child-serving systems (e.g., Behavioral health, juvenile justice, mental health, education, etc.).

  • Experience working with a program that provides services and supports to children and families.

  • Managing staff who perform direct case management of youth in a developmental disabilities system.

  • Management experience in a union-represented workforce is preferred.
