Washington State Medicaid Director

The Washington State Health Care Authority is hiring a Medicaid Director. The Medicaid Director is responsible for the administration of the Medicaid program, which delivers physical and behavioral health care services for enrolled clients. The Medicaid Director represents Washington State at the Centers for Medicare & Medicaid Services (CMS) and is a member of the National Association of Medicaid Directors (NAMD). The Medicaid Director has principal responsibility for all components of Medicaid and provides executive leadership, overall direction, and strategic vision statewide. This position reports to the Director of the Health Care Authority.
The ideal candidate will be collaborative, with experience working in complex public or private healthcare organizations. They will have a proven track record of managing a diverse workforce that delivers services to a complex client base and will be able to look ahead strategically to envision the agency’s role in the future. The Medicaid Director will need to be an excellent communicator, skilled in change management, and able to use their ability to lead to energize staff and accomplish the agency’s mission and goals.
Primary Responsibilities
The Medicaid Director is the key advisor to the Director of the Health Care Authority on Medicaid issues. The position:
  • Coordinates the state’s Medicaid purchasing to ensure efficient, cost-effective, quality care that is based on the best available scientific and medical evidence and provided with minimal administrative burden.
  • Coordinates, supervises, and approves medical services contracts with health care vendors, including managed care health plans.
  • Participates on HCA’s executive team , helping to ensure HCA has in place the resources and strategies to achieve its vision and mission.
  • Oversees planning to resolve problems and maintain fiscal integrity.
  • Works with project teams to organize and conduct initiatives and projects aimed at upholding the state’s record as an innovative purchaser of health care and for upholding standards of accountability.
  • Meets, negotiates with and enlists the support of key stakeholder groups and policymakers, including the governor’s office, legislators, public citizen groups, consumer representatives, families of clients, providers, and provider associations.
  • Meets regularly with a Title XIX Advisory Committee and ensures the program receives regular and informed feedback on programs and plans.
  • Helps ensure Washington State is a national leader in delivering health care to vulnerable populations. This requires a strong partnership with the federal government to secure needed program flexibility to implement health care reform to meet Washington State’s unique needs and demands.
  • Provides advice and counsel to the Governor’s staff and Legislature on all Medicaid matters related to health care purchasing and national health care reform. Represents and advocates for the agency and the Governor’s Office before key external stakeholders: The Legislature, statewide elected officials, constituent groups, local government, tribal governments, professional associations, businesses, labor organizations, interagency groups, and the federal government.
