Adult Protective Services (APS) programs serve older adults and adults with disabilities by offering a system for reporting and investigating abuse, providing protective and social services to victims, and coordinating with other state and local government entities and community-based organizations.
Congressional Research Service's (CRS) brief, "Adult Protective Services: Background and Funding", provides a general overview of APS, including populations served based on state law, the types of abuse investigated by APS programs, as well as funding sources and federally funded APS activities.
In 2024, the Administration for Community Living ACL published a final rule to establish, for the first time, federal regulations for APS programs. The final rule creates national standards and defines terms necessary for data collection and information sharing across states. States and other regulated entities have until May 8, 2028, to comply with the rule.
