Article: Impact of State Policies on Unmet Home and Community-Based Services Needs Among Consumers

Staff from the Human Services Research Institute (HSRI) and partners have published a new article in the Journal of Market Access & Health Policy exploring data from the National Core Indicators–Aging and Disability (NCI-AD) survey. NCI-AD is a collaboration of participating states, ADvancing States, and HSRI.

The article examines how state-level policies and administrative structures influence consumer-reported unmet needs, a key measure of access and quality in HCBS. Findings include:
- States with Medicaid expansion and greater managed care participation had lower rates of unmet needs among HCBS consumers.
- Higher HCBS spending relative to institutional care was linked to greater unmet needs.
- Consumers in managed long-term services and supports (MLTSS) and PACE programs reported fewer unmet needs than those in traditional Medicaid waiver programs.

Policy implications from the findings demonstrate the importance of ongoing oversight for MLTSS and PACE programs, Medicaid expansion, and assessing financing priorities.
