Justice in Aging’s Justice in Aging’s new resource, Dual Eligible Special Needs Plan (D-SNP) State Medicaid Agency Contract Toolkit, provides advocates and State Medicaid Agency policymakers with principles and corresponding template language to develop State Medicaid Agency Contracts (SMACs) that are responsive to the needs of the dually eligible populations that they serve. Stakeholders are encouraged to use this tool to advance their priorities, utilizing and tailoring the most appropriate components for their state’s integrated environments. This multi-part toolkit will be released over several months, with this being the first installment. D-SNPs are a type of Medicare Advantage plan designed to serve individuals dually enrolled in Medicare and Medicaid. With the enrollment in D-SNPs significantly increasing across the country, it is important that these health plans effectively address the unique health and social needs of the dually eligible population. SMACs are essential tools that states can utilize to ensure D-SNPs operating in their state meet the needs of dually eligible Medicare and Medicaid enrollees.
