Advancing data capacity to improve inclusion of people with disabilities

As HHS commemorates the anniversary of the ADA, the Office of Behavioral Health, Disability, and Aging Policy (BHDAP) is working to advance data capacity to generate evidence to implement policies, programs, and practices that promote inclusion and participation of individuals with disabilities in society. This blog post introduces the BHDAP's project, Dataset on Intellectual and Developmental Disabilities, which builds data capacity for person-centered outcomes research for people with ID/DD.

Unprecedented Opportunities to Achieve the Promise of Olmstead

On June 22, 1999, the U.S. Supreme Court issued its ruling in Olmstead v L.C., delcaring that people with disabilities have a civil right under the Americans with Disabilities Act to live and fully participate in their communities. ACL's Acting Administrator and Assistant Secretary for Aging, Alison Barkoff, released a blog post on June 22, 2021 disucssing the significance of this ruling and the importance of expanding our HCBS system following the COVID-19 pandemic.

Disability-Inclusive Telework for States: State Approaches to Increasing Access and Inclusion

This document provides guidance to state policymakers on developing more inclusive telework policies and programs. It includes an overview of workplace protections under the Americans with Disabilities Act (ADA) pertaining to telework; details the components of state telework programs; and indicates how each component can be modified to better accommodate all employees. This brief also offers best practices states are using to advance inclusion in their telework programs.

Annual Report on Centers for Independent Living - Program Year 2019

ACL recently released the Annual Report on Centers for Independent Living for program year (PY) 2019. CILs offer support for individuals with disabilities who want to live independently in their communities. The CIL program provides financial assistance to local CILs and other CBOs. This annual report includes data from CIL annual program performance reports, federal program staff oversight and compliance activities and publicly available information on grantee websites between 9/30/18 - 9/29/19

HCBS Conference 2019- Presentations

The Home and Community Based Services (HCBS) Conference is hosted annually by ADvancing States (formerly known as NASUAD). This event highlights best practices from across the country in home and community-based services. The conference includes federal, state, and local policymakers as well as those who administer, manage, and deliver waiver and other HCBS programs. Understanding Medicaid Buy-in: A Tool to Advance Employment for People with Disabilities

ACL, CMS, and the Department of Labor’s Office of Disability Employment Policy (ODEP) have released a Q&A document to help grantees, stakeholders, and self-advocates better understand the Medicaid buy-in program. The Medicaid buy-in program includes Medicaid eligibility groups that serve workers with disabilities who are earning income and whom states may charge premiums as a condition of Medicaid eligibility.
