Report to Congress on Medicaid and CHIP

On March 15, the Medicaid and CHIP Payment and Access Commission released the March 2016 Report to Congress on Medicaid and CHIP. The authorizing statute of MACPAC requires the commission to submit a report to Congress by March 15 and June 15 each year. This report focuses on three aspects of Medicare: Support for safety-net hospitals; delivery of care for people with behavioral health conditions; and coverage for low and moderate income children.

The Duals Demonstration: A First Glimpse at Lessons Learned

Justice in Aging published an issue brief that offers an analysis of the findings from the evaluation of the Financial Alignment Initiative (FAI), commonly known as the dual eligible demonstration. Research Triangle Institute was contracted by the Centers for Medicare and Medicaid Services (CMS) to conduct this evaluation, which focused on the first six months of operation of the demonstration in each of the seven states where it was rolled out.

Medicaid & CHIP: December 2015 Monthly Applications, Eligibility Determinations, and Enrollment Report

The Centers for Medicare & Medicaid Services (CMS) released their monthly report for December 2015 on Medicaid and CHIP application, eligibility determination, and enrollment data. States provides data to CMS on factors related to key application, eligibility and enrollment processes using the Medicaid and CHIP Performance Indicator Project. The data is then used to inform CMS on the operations of the programs in each state and to share state performance data publicly.

On Pins and Needles: Caregivers of Adults with Mental Illness

The National Alliance for Caregiving, in collaboration with Mental Health America and the National Alliance on Mental Illness, released a report surrounding the topic of caregivers of adults with mental illness. "At least 8.4 million Americans are providing care to an adult with an emotional or mental health issue, and nearly three quarters report that caregiving causes high emotional stress." This report examines the inadequacies the families of individuals with mental illness face in the U.S.

The National Center for Health Statistics' Long-Term Care Statistics Branch released a report on variation in residential care community nurse and aide staffing levels in the United States. This report presents national and state estimates of staffing levels in residential care communities for registered nurses, licensed practical or vocational nurses, and aides in the United States for 2014.

Money Follows the Person Evaluation Information and Reports

Mathematica Policy Research submitted several reports on proposed methods for developing and testing risk and reliability. The important contribution for this work is the development of a risk adjustment methodology that can be applied to Medicaid quality measures of the HCBS population. These resources include: Risk Adjustment of HCBS Composite Measures- Volumes 1 and 2; Development of an HCBS Pressure Ulcer Measure- Volumes 1 and 2; and Development of HCBS Quality Measures webinar and slides.

Initial Recommendations to Improve the Financing of Long-Term Care

The Bipartisan Policy Center (BPC), with funding from the SCAN Foundation, published a report offering recommendations to improve the financing of long-term care. The BPC published another report in April 2014 that examined the challenges in financing and delivery. This report is a follow up of those findings that offers recommendations to improve these issues.

The Impact of the Affordable Care Act: A 2015 Status Report

The National Council on Disability (NCD) released a new report on implementation of the Affordable Care Act (ACA) and disabilities. This is the second of three reports on the subject. This report includes a review of the literature that studies the impact of ACA implementation on people with disabilities, qualitative interviews with key informants from ten states, an analysis of the ACA implementation choices seen in many states, and recommendations for future research on this topic.

The National Council on Disability released a new report on implementation of the Affordable Care Act (ACA) and disabilities. This is the first of three reports on the subject. While the Affordable Care Act is a significant piece of legislation, people with disabilities were largely left outside of the policy conversation. This report is meant to serve as a "roadmap" for people with disabilities and how it will affect them depending on how it is implemented.
