NCI-AD 21-22 National Report

This report is the most comprehensive and representative assessment of self-reported outcomes among older adults and people with physical disabilities receiving publicly funded LTSS since 2018. These data were collected from 13,663 people between June 2021 and July 2022. The sample includes individuals from 15 regionally representative states and a variety of LTSS programs, including: Medicaid HCBS, Nursing Facilities, and Older Americans Act recipients.

Residential Information Systems Project Annual Report: Status and Trends Through 2015

This is a technical report about the supports and services that people with IDD receive through the State IDD agency. In addition to the report, there are state profiles, which describe status and trends for each state in the country, and a chart gallery, which is an interactive tool to view detailed data by state, year, and funding authority. Topics include ICF/IID and Medicaid Waiver recipients, expenditures and expenditures per person from 1977 to 2015.

NCI-AD Webinars

The National Core Indicators-Aging and Disabilities (NCI-AD) is an initiative designed to support states’ interest in assessing the performance of their programs and delivery systems in order to improve services for older adults and individuals with physical disabilities. National Core Indicators Aging and Disability Adult Consumer Survey: 2015-2016 Mid-Year Results

ADvancing States in collaboration with the Human Services Research Institute (HSRI) released the results from a six-state deployment of the National Core Indicators – Aging and Disabilities (NCI-AD™) adult consumer survey. While 13 states are participating in the NCI-AD survey in 2016, six of the states - Colorado, Georgia, Maine, Mississippi, New Jersey, and North Carolina- received their results more quickly.

NCI-AD Consumer Survey Pilot Results

This final report shares results from the 2014 pilot of the National Core Indicators-Aging and Disabilities (NCI-AD) Consumer Survey in Georgia, Minnesota, and Ohio. The results are sorted by state and funding source within the state. Since the goal of the pilot was not to compare these states, but instead to test and refine the NCI-AD Consumer Survey, the three states are not identified in the report; they are simply referred to as State 1, State 2, and State 3.

Self-Advocate Leadership Network – Website

Looking for an organization that provides training and resources for self-advocates? This network’s goal is to prepare self-advocates for leadership roles in guiding developmental disabilities systems change in ways that promote self-determination, community integration and participant-driven supports. The organization developed “My Voice, My Choice,” a curriculum described in detail on the website, which also includes toolkits, training opportunities and more.

Developing Reimbursement Levels Using the Supports Intensity Scale (SIS) in Louisiana

The Louisiana Office for Citizens with Developmental Disabilities (OCDD) chose to explore the use of the SIS as a resource allocation tool. This report is an overview of HSRI and other stakeholder's work in developing assessment informed funding levels. The paper begins with a description of the NOW waiver, follows with a discussion of the process employed by OCDD in collecting SIS data, presents the results, and concludes with a discussion of recent progress and lessons learned.

Developing Individual Budgets and Reimbursement Levels Using the Supports Intensity Scale

This report describes recent progress in moving state developmental disability systems using HCBS 1915 (c) waivers toward greater efficiency and equity, in the context of pressing issues in the field. It is important to note that these initiatives could be equally well applied to other Medicaid waiver populations.
