The Indicator: NCI’s Bimonthly Newsletter – March 2006

CMS State Medicaid Directors Letter: State Flexibility in Benefit Packages

This letter is one of a series that provides guidance on the implementation of the Deficit Reduction Act. Section 6044, State Flexibility in Benefit Packages, adds a new section 1937 to the Social Security Act. Review the options that states have to amend plans to provide alternative benefit packages to beneficiaries, without regard to comparability, statewideness, freedom of choice, or certain other traditional Medicaid requirements.

SAMHSA's Resource Center to Promote Acceptance, Dignity and, Social Inclusion Associated with Mental Health (ADS Center) — Archived Training Teleconference Calls

The SAMHSA ADS Center hosts free training teleconferences. These events generally consist of two or more formal presentations followed by an open forum. Participants present and discuss the most up-to-date research and information about stigma and stigma-reduction programs and topics. Since scheduling conflicts often prevent many stakeholders from joining in the live events, the teleconference trainings are archived online for individuals or groups to utilize at their convenience.

Consumer-Directed Model Training Manual and Personal Care Attendant Handbook

The Arkansas IndependentChoices program developed two new tools. The Consumer-Directed training manual will provide users with ideas and suggestions on hiring, training, and managing a personal care attendant. The Personal Care Attendant handbook will provide users with training material that will help trainees do their job as a personal care attendant. Both manuals contain information about hiring, communication and management issues.

Money Follows the Person: States\' Progress in Using the Minimum Data Set (MDS) to Facilitate Nursing Home Transition

Provides practical information on how state agencies can obtain and use the MDS through Data Use Agreements (DUAs) with the Centers for Medicare & Medicaid Services (CMS). Explores the progress states have made in: using the MDS to facilitate nursing facility transition; identifying barriers that remain; and, suggesting recommendations for changes to the MDS to make it more useful for nursing home transition efforts. We examine three uses of the MDS by nursing facility transition program.
