The Potential Impact of the Better Care Reconciliation Act on Home and Community-Based Services Spending

The Community Living Policy Center reviewed the effects of the Better care Reconciliation Act (BCRA) should it pass. Upon review, they conclude that had it been implemented in the mid-2000s then it would have reduced Federal reimbursments becuase of the proposed caps.

Policy Statement on Inclusion of Children with Disabilities in Early Childhood Programs

The United States Departments of Health and Human Services and Education released a policy statement on September 14, 2015, that declares that all children with disabilities should be allowed access to "inclusive high-quality" early childhood programs, "where they are provided with individualized and appropriate support in meeting high expectations." Presently, children with disabilities and their families face difficulties in accessing these programs that are available for their peers.

Building a Culture of Engagement for Medicare-Medicaid Enrollees: Health Plan Approaches

The Center for Health Care Strategies released a brief, funded by the Commonwealth Fund, that examined member engagement approaches used by participating health plans in Promoting Integrated Direct Care for Eligibles (PRIDE). The brief highlights promising strategies for providing Medicare-Medicaid enrollees with complex medical, behavioral health, and social service needs. There is a specific emphasis on the approaches to building trusting relationships with members.

Successful Medicaid Enrollment Strategies to Cover the Uninsured

The UnitedHealth Center for Health Reform and Modernization released a new brief. Many Americans do not have health insurance coverage, and Medicaid enrollment can cover the gap of the uninsured, if successful practices are used. This brief highlights four approaches used in Kentucky and Arkansas to increase enrollment for low-income residents to cut their uninsured populations in half. The solutions in this brief can inform other states on efforts to decrease the number of uninsured people.

Oral Health and Primary Care

The U.S. Department of Health and Human Services report and the white paper commissioned by the National Interprofessional Initiative on Oral Health both examine the wide disparities in oral health due to lack of access. The U.S. fails to provide proper access for ongoing and preventative oral health care needs. A push must be made to integrate dental care as a component of primary care. There is also a focus on the impact and burden of oral diseases and their effect on quality of life.

Medicaid HCBS Settings Regulations and Adult Services

This report details results of a survey administered to Adult Service providers to learn more about the locations, funding sources, and supports that these programs provide to seniors and people with disabilities. The report demonstrates how Adult Services include a wide array of services, including a combination of social and medical supports. This is one in a series of annual reports on participation in the Medicaid Buy-In program. It provides updates on both national- and state-level trends in enrollment, employment, and earnings among the 35 reporting Medicaid Infrastructure Grant (MIG) states with a Buy-In program in 2011. Additionally, it addresses recent changes to state program rules and policies, and identifies factors that have affected recent Buy-In program enrollment, as reported by the states in an annual questionnaire.
