Supporting Work: A Proposal for Modernizing the U.S. Disability Insurance System - California

When Congress created SSDI in 1956, disability and employability were viewed as mutually exclusive states. As a result, the 1956 law defines disability as the “inability to engage in a substantial gainful activity in the U.S. economy”—in other words, the inability to work. This proposal would assist workers with work-limiting disabilities to remain in their current jobs or to transition to more suitable jobs and would assist employers to accommodate workers to perform their jobs.

CHOICES – Tennessee Long Term Care Services Program

In June 2008, Tennessee passed legislation restructuring LTC service delivery, including the expansion of HCBS services by integrating LTC within a managed care environment and providing consumer direction options. In March 2010, the state implemented the CHOICES program, wherein persons enrolled in TennCare that needed LTC services would receive them through a managed care organization. Independence, Dignity and Choice in Long-Term Care Act 2010 Annual Report – New Jersey

NJ’s charge to advance a Medicaid LTC system where there would be more options for community care, greater consumer choice and allowance for maximum flexibility between nursing homes and HCBS is “definitely showing positive trend lines” according to this report. Financing Long-Term Care After Health Care Reform - Journal Abstract

Only 10% of Americans have long-term care insurance and many insurance companies have terminated, or significantly raised the cost of their long-term care insurance offerings. Within this context, the author examines the CLASS program and compares its various features to currently available long-term care insurance policies, focusing on benefit eligibility, enrollment procedures, scope of benefits, ease of acquisition, program solvency, premium stability, and other features.

Staying On Top Of Health Reform: An Early Look At Workforce Challenges In Five States

To better understand the dynamics of the workforce challenges that factor in to the implementation of health reform, an initiative was undertaken to examine the situation in five states (Connecticut, Michigan, Massachusetts, North Carolina and Washington). These states represented a range of geographic and political experiences as they continued to struggle with the lingering impacts of the recession and began preparing to implement health reform. Six key findings are summarized.

Testing a SSDI Benefit Offset: An Evaluation of the Wisconsin SSDI Employment Pilot

Wisconsin was one of four state based projects authorized by the SSA to begin testing a proposed benefit offset feature for the SSDI program. The pilot program was able to organize and implement its activities much as had been planned, however there were serious implementation problems at the Social Security Administration, according to this report which presents findings from both a process evaluation and the analysis of participant employment related outcomes.
