Participant Experience Survey

ADvancing States conducted a survey of state agencies on aging and disability to determine if they conducted participant experience surveys to ensure quality. This asked four basic questions: if the state conducts participants experience survey; the frequency of conducting the survey; how the survey was completed; and who conducts the survey. The appendices include sample participant experience surveys from various states.

Select State-by-State FY 2012 Discretionary State Formula Grant Tables

The Administration on Aging makes funds available to grantees through state Discretionary and Formula grants. This table lists the grant estimates for FY11 and FY12 and compares them to the actual discretionary state formula grant allotment for FY10. The different programs included in the table are Home and Community-Based Services, Nutrition Services, Preventive Health Services, Family Caregiver Support Services, Long-Term Care Ombudsman Program, and Prevention of Elder Abuse and Neglect.

2011 Governors' State of the State Addresses: Trends in Long-Term Services and Supports Initiatives

Governors’ State of the State addresses reveal policy and programmatic trends. This document tracks those comments made in such addresses that indicate wider policy initiatives that impact older adults and people with disabilities. A state-by-state analysis of 43 State addresses and budgets helps to illuminate overall trends in aging and disability policies, such as Medicaid changes and the restructuring of state departments and programs affecting long-term services and supports (LTSS).

State Medicaid Integration Tracker©

Published monthly, this report and website tool focuses on state actions in managed care for people who receive Medicaid-funded LTSS and on state initiatives relating to services and costs. The Tracker includes updates on State Demonstrations to Integrate Care for Dual Eligible Individuals, the Balancing Incentives Payment Program (BIPP), states developing or implementing Medicaid State Plan amendments under §1915(i), and states pursuing the Communities First Choice Option under §1915(k).

Aging and Disability Information and Referral/Assistance Networks: Challenges and Opportunities

Review a new survey of organizations that provide services within the I&R/A Network. The following themes emerged from the survey: aging and disability networks continue to integrate; the use of technology in I&R/A service delivery is slow to develop; the role of I&R/A organizations is expanding; and there are opportunities for improved coordination and quality service delivery. Review the recommendations that address these themes.

Ombudsman Program Coordination with Aging and Disability Resource Centers

Collaboration between Long-Term Care Ombudsmen and Aging and Disability Resource Centers (ADRCs) is beneficial in making informed long-term care choices. ADRCs are a vital bank of information for people considering home and community-based services in lieu of institutional settings. This report presents findings from a survey of states’ Ombudsman programs on what types of collaboration exist; some work with ADRCs by making referrals, conducting training, and/or exchanging information.

The Digital Television Transition: Educating and Protecting Older Adults

In 2009, television stations ceased to broadcast in analog and became digital. Adults over the age of 65 are more likely to have analog television sets and therefore are likely to require assistance into digital transition. This brief helps highlight some important facts about analog to digital transition, including options available to analog consumers and rebate and discount programs. This brief also identifies the different ways in which state governments have prepared to address this issue.

Senior Center Practices

There has been effort to create standards for senior centers at a state level. Many State Units on Aging (SUAs) coordinate with Area Agencies on Aging (AAAs) to fund, develop, and foster these standards. This report summarizes findings from a survey of 38 states concerning various areas related to senior centers, including funding sources, operational guidelines, and required services. Most states reported some common practices and 16 states provide guidance for their senior centers.

HCBS Waiver Conference 2005 - Presentations

Held in May 2005 this national conference was designed to meet the unique training needs of waiver program operators. This year’s conference, titled "The Sun Shines Brighter at Home," offered substantive opportunities to learn about the national initiatives, policy directions and grant programs that shape the current environment.
