KFF’s new brief shares information on Medicare Part D in 2025, an outpatient prescription drug benefit to more than 50 million older adults and people with long-term disabilities in Medicare who enroll in private plans, including stand-alone prescription drug plans (PDPs) to supplement traditional Medicare and Medicare Advantage prescription drug plans (MA-PDs) that include drug coverage and other Medicare-covered benefits. In 2025, Medicare Part D enrollment remained steady at 23 million for stand-alone PDPs and about 32 million for MA-PD plans, with enrollment concentrated among a few major sponsors. While average premiums decreased for both PDPs and MA-PDs, PDP premiums remain much higher than MA-PD premiums. Notably, Part D Low-Income Subsidy enrollment dropped for the first time since 2007, largely due to Medicaid disenrollment after the end of COVID-19 continuous enrollment provisions, and cost-sharing structures continue to vary between PDPs and MA-PDs.
