Each state profile focuses on the core functions of long-term services and supports (LTSS) and the state agencies that administer them. The profiles are intended to demonstrate the wide range of state Aging and Disability Agencies’ organizational structures and to assist states in identifying peer agencies with common functional responsibilities.

The first page of each profile is designed for consistency when describing the aging and disability networks around the country. However, some states may have unique components of their local service delivery system that are not operated as standard area agencies on aging (AAAs) or Centers for Independent Living (CILs). In these instances, we identified those components.

The last page of the profile provides a functional organizational chart. The chart is not a standard organizational chart showing the location and hierarchy of individual positions and all the organization’s offices. Rather, it is intended to show the location and functional relationship between key state programs that are important to aging, physical disabilities, and long-term services and supports. At the organization level indicated in grey on the chart the specific name of the state agency and the state advisory board(s) are used to assist with understanding the organization at a high-level. At the functional level, the functional names are standardized to describe functional areas of program operation. The following standardized descriptions of each functional area are used for ease of comparison across states:

  • Aging Services- includes OAA and state-funded programs for older adults.
  • Adult Services- includes CILs and other state-funded disability programs, not including intellectual and developmental disabilities. These functions are sometimes referred to as physical disability services.
  • Medicaid- includes Medicaid State Plan services, including State Plan HCBS and/or Medicaid LTSS.
  • Medicaid Waiver- includes Medicaid 1915(c) Waiver services.
  • SLTCO- includes the State Long-Term Care Ombudsman.
  • Adult Protective Services- includes Adult Protective Services.
  • Licensure and Regulation- includes licensure and regulation of institutional, assisted living and/or HCBS providers.
  • Survey and Certification-includes survey and certification of institutional, assisted living and/or HCBS providers.

Please note that while we were able to capture information for a majority of the states, we unfortunately did not receive information from Washington, D.C., Iowa, and New Mexico by the time of publication.
